Valuation Apartment Delhi

Valuing an apartment in Delhi means putting a credible figure on a property whose worth depends on the colony, the floor, the area measure used as a reference and the legal status of the title, far more than on any city-wide average price. This guide is written for the owner who wants to know what their property is worth before deciding whether to sell, hold it, refinance or divide an estate, whether they live in India or manage the property from abroad: official benchmarks, comparables, the role of valuers and the costs that come off the figure.

What a valuation of a Delhi apartment actually measures

Valuing an apartment in Delhi means putting a credible figure on a property whose worth depends on the colony, the floor, the area measure used as a reference and the legal status of the title, far more than on any city-wide average price. Valuation Apartment Delhi in Street View: drag to look around.

These gaps between two readings of the same property do not carry the same weight depending on what you intend to do with the figure, and it is that use you need to pin down first.

The owner of an apartment in Delhi often believes they know its value from the price per square metre they hear quoted in their colony, or from the sum they themselves paid years earlier. Someone making an offer, a bank or a valuer are not looking at the same object at all: they examine an area measured in a particular way, a title of a particular kind, a floor, a street and a specific level of maintenance charges. Between the figure advertised on a portal, the official circle rate floor and the price actually registered at the sub-registrar's office, the gap can be considerable. A serious valuation consists of reconciling those readings and explaining why your property sits where it does in the range. The four tensions below sum up what has to be untangled before you treat a figure as settled.

  • The average price per square metre quoted for your colony or your part of DelhiThe value of one specific apartment, on a given floor, on a given access road, with a given aspect and in a given condition

Within the same colony, a high floor in a recent builder floor overlooking a park and an older ground floor on a narrow street are not worth the same. The area average is a starting point, never a conclusion. Local agents in fact reason street by street, and sometimes building by building.

  • The official circle rate set for the colony categoryThe price at which comparable apartments have actually changed hands and been registered

The circle rate is an administrative floor meant for calculating stamp duty, and it is revised at irregular intervals. In the most sought-after colonies, market value can diverge from it sharply, while elsewhere it stays closer to the floor. Confusing the two leads to heavily under- or over-valuing a property.

  • The area advertised as super built-up, common parts includedThe carpet area, that is the internal floor space that can actually be lived in

Two apartments advertised at the same price per square foot can offer very different usable areas, depending on the loading applied for common parts. A comparable expressed on a different basis distorts the whole valuation. Every reference has to be converted onto the same area measure before you compare.

  • The gross market value of the apartmentThe net amount you would be left with after commission, fees, tax and repatriating the funds

When you are deciding whether to sell or hold, it is the net value that counts. Agent's commission, legal fees, capital gains tax, withholding at source for a non-resident and the cost of currency conversion can materially reduce the headline figure. A useful valuation sets both amounts side by side.

Which reading of value fits the use you make of your Delhi apartment?

Whatever the figure is for, valuing a property in Delhi follows local practices that can wrong-foot an owner used to another market's benchmarks.

An owner thinking of selling within the year, another who wants a loan secured on the property, and a family that has to divide an inherited apartment do not need the same value at all. The first is after the price someone will genuinely pay, the second the value a bank will accept, the third a documented figure that holds good between heirs and in front of the tax authorities. Each of those readings draws on different sources and produces amounts that can legitimately diverge. Settling on your own use before you approach an agent or a valuer stops you paying for a figure that does not answer your question. The three situations below set out what changes in practice.

Realistic market value

If a sale is close, the only useful value is what a creditworthy party will agree to pay, within a reasonable time, for your property as it stands. It is built from recent sales registered in your colony and, where possible, in your own building or housing society, adjusted for floor, condition, parking and actual area. Asking prices on the portals show the competition your listing will face, but they build in a margin for negotiation that has to be taken back out.

Ask several agents established in the area for an opinion and compare their methods rather than their headline numbers: the one quoting the highest figure is not necessarily the one who will achieve the best result. Then work out the net value after commission, legal fees and capital gains tax, because that is what tells you whether a sale makes sense against holding on to the property.

The cautious value a bank will accept

For a loan secured on the apartment or a refinancing, the bank commissions its own assessment from a valuer on its panel. That figure is deliberately conservative: it takes account of compliance with the sanctioned building plan, freehold or leasehold status, the area recorded in the deeds and how readily the property could be resold. The amount lent is then capped at a fraction of that value, under the loan-to-value rules set by the Reserve Bank of India.

If you keep the property to let it, value also has to be read through the rent it can produce. Gross rental yields on residential apartments in Delhi are generally modest, in the order of 2 to 3.5 per cent a year for well-located stock, which means value rests mainly on location and land appreciation rather than on income. A valuation built on rent alone would therefore understate most apartments in the capital.

A documented value that holds good

Where an apartment has to be divided between heirs, bought out by one co-owner or declared in an estate, the figure has to stand up in front of every one of them. A report from a registered valuer, setting out the comparables, the area used and the method, is then preferable to an agent's opinion. It should also state the position on the title, because a property whose mutation into the heirs' names has not been completed, or which remains on leasehold, cannot be transferred on the same terms.

On the tax side, the value adopted becomes the basis for later capital gains calculations, and for a property held for a long time Indian law allows, subject to conditions, an older reference-date fair value established by valuation to be substituted for the original cost. If some heirs live abroad, the estate and any gain have to be examined under the rules of their country of residence as well. Have your Indian adviser and the professional handling matters abroad coordinate before you fix the figure for the division.

Valuing a Delhi apartment from abroad: what works differently

Once those differences are understood, the question is which colony supplies the comparables that are relevant to your apartment.

An owner used to a European market has reference points that do not exist in Delhi, or at least not in the same form. Sale prices are less readily available, areas are not measured to a single rule, taxable value is framed by an official scale, and several professionals produce figures for distinct purposes. Understanding those differences stops you transposing methods that do not work and giving too much credit to an isolated number. Each of the gaps below has a direct consequence for how a valuation is built and checked.

From abroad

Actual sale prices are available in a public database fed by registered deeds, so the transactions in a single street can be traced

Delhi

Deeds are registered with the sub-registrar offices, but there is no equally straightforward public tool for looking up sale prices in a colony, and listings show asking prices

You depend far more on local agents and valuers for access to comparables. Insist that they cite registered sales, with the date and area of each, rather than listings or impressions of the market.

From abroad

Price is reasoned per square metre of usable floor area, measured under legal rules everyone knows

Delhi

Price is usually reasoned per square foot of super built-up area, which includes a share of the common parts, while new projects under RERA state carpet area

The same figure per square foot can correspond to very different usable areas. Any comparison means bringing the properties onto an identical basis and converting square feet and square metres correctly.

From abroad

An agent's opinion of value is usually enough to set a price or divide a property

Delhi

An agent, a bank panel valuer and a registered valuer produce distinct figures, for distinct purposes, with different degrees of caution

Choose the professional according to the use: a sale, a loan, an estate or a tax filing. An optimistic agent's opinion is no substitute for a documented report when the value has to hold good.

From abroad

The price stated in the deed is the basis for transfer duties, with no official minimum scale by neighbourhood

Delhi

The circle rate sets a floor value per colony category, and a price declared below the value adopted for stamp duty has tax consequences for both sides of the transaction

Your valuation must always be tested against the applicable circle rate. A market figure close to or below that floor signals either a problem property or comparables that need correcting.

Which Delhi colony sets the comparables for your apartment?

Those differences between areas then show up in the price levels observed for each apartment size.

In Delhi, the value of an apartment is read first at the level of the colony, or even the block, far more than at the level of the city or even the district. The administrative category of the colony, the width of the roads, the distance to a metro station, the presence of parks and the reputation of nearby schools move the price per square metre sharply. Using comparables drawn from an area with a different profile is the quickest way to end up with a figure you cannot defend. The three broad profiles below show what people are looking for there, which type of property holds its value best, and what limits any valuation in that setting.

The planned colonies of the south: Greater Kailash, Defence Colony, Vasant Vihar and their neighbours

What draws people here is tree-lined streets, parks within walking distance, a recognised address and quick access to the best-regarded schools, hospitals and neighbourhood markets in the city.

Suits
Recent or renovated builder floors, with parking, a backup generator and papers in order, whose value rests on the undivided share of land and reads clearly thanks to a steady flow of registered sales.
Trade-off
Value gaps between two blocks, two road widths or two floors are wide, and an older property needing work can sit well below the colony average.

Dwarka and the cooperative housing societies of the west and east

What draws people here is gated complexes, roomier apartments for the same budget, metro connections and neighbourhood life organised around schools and parks.

Suits
Apartments in housing societies or built by the DDA, where comparables are numerous and consistent within the same complex, which makes a valuation more precise.
Trade-off
Value depends heavily on the state of the building, the management of the society and freehold or leasehold status, and prices have often risen less sharply than in the southern colonies.

The old centre and the market districts: Old Delhi, Karol Bagh, Paharganj and around

What draws people here is immediate proximity to markets, shops and transport, often with a mixed plan of living and trading from the same address.

Suits
Properties whose commercial location or ground-floor area justifies the value, more than the quality of the apartment itself, and which agents in the area know well.
Trade-off
Old building stock, sometimes complicated titles, density and compliance questions make comparables scarce and fragile, and the valuation range stays wide.

What an apartment in Delhi is worth today: reading the figures as a valuation benchmark

Those price levels say nothing about the title you hold, yet its legal nature bears directly on value.

The figures below are estimates drawn from listings: they show the levels at which apartments in Delhi are being offered, not the certain value of your property nor the price that will be registered. For a valuation, the most useful benchmark is the line matching your number of bedrooms, applied to your actual area, while checking whether the listings reason in carpet area or in super built-up area. A median around 1.45 crore rupees conceals very wide gaps between the southern colonies, the housing societies of Dwarka and the east, and the old centre. Take a negotiating margin off those asking prices, then set the result against registered sales in your own colony and against the applicable circle rate. Finally, remember that the net value to a seller only appears after commission, fees and tax.

What you actually hold in Delhi: a builder floor or an apartment in a housing society

Once the title is identified, one rule remains to be understood before treating any figure as an established value.

Two apartments of the same size, in the same colony, can be worth different amounts simply because the owner does not hold the same thing. A builder floor normally comes with an undivided share of the land, whereas an apartment in a cooperative society or built by the DDA rests on documents and transfer rules particular to those complexes. Freehold or leasehold status, the existence of a registered sale deed and the building's compliance with the sanctioned plan determine how wide the pool of interested parties and willing lenders will be. That is why examining the documents is part of the valuation itself, and not a later stage.

The builder floor: a private floor with a share of the land

A builder floor is a complete storey of a low-rise building, put up or rebuilt by a developer on a plot in a planned colony, often in south Delhi. The owner holds their floor and an undivided share of the land, which supports value over the long run, because land accounts for a large part of the price in sought-after colonies. Value depends heavily on the floor level, on access to the roof or the basement, on the parking allotted and on whether the construction complies with the plan sanctioned by the municipality, particularly where a storey has been added.

What it changesThe share of land supports value, but a non-compliant storey or poorly defined rights over the roof and the parking can sharply reduce the figure that a purchaser or a bank will accept.

The apartment in a housing society or built by the DDA

In the complexes built by the Delhi Development Authority or by cooperative housing societies, common in Dwarka and in the east of the city, the apartment forms part of a collective building run by a society or a residents' association. Many of these properties were originally allotted on leasehold, and converting them to freehold goes through an administrative procedure. Value here is carried by the uniformity of the apartments, which makes comparison easier, but also by the state of the building, the level of the charges and the quality of the collective management.

What it changesComparables are numerous and reliable within one complex, but a property still on leasehold, or one where the society is poorly run, trades below its converted and well-maintained neighbours.

The Delhi rule to apply before treating a figure as an established value

That chain of checks reappears in the way a figure is actually built, step by step.

In Delhi, a figure is only worth something if it survives three questions: which area is it based on, which title does it describe, and which registered sales confirm it? An agent's estimate, a price seen on a portal or a circle rate value are starting points, not conclusions. Until the property's documents have been checked and the comparables brought onto the same basis, the figure remains an opinion. The chain below shows the moment at which an amount becomes a value you can base a decision on, whether that decision is a sale, a loan or a division.

  1. A figure put forward by an agent, a neighbour or a comparable listing: that is an opinion of value, not yet a value.
  2. The reference area is checked against the sale deed and the plans, then every comparable is brought onto the same basis, carpet area or super built-up area, to give a consistent price per square metre.
  3. The title is examined: registered sale deed, freehold or leasehold status, compliance with the sanctioned plan and the absence of a mortgage or dispute, because each of those points moves value.
  4. The figure is tested against sales actually registered in the colony or the complex over recent months, rather than asking prices, with adjustments for floor, condition and parking.
  5. The result is compared with the applicable circle rate and the tax consequences, then the costs of selling are deducted to give a net value.
  6. A documented value you can defend in front of a purchaser, a bank, your fellow heirs or the tax authorities, and act on.

How the valuation of a Delhi apartment is built, step by step

Valuing an apartment in Delhi brings in several people whose figures have neither the same object nor the same standing. The owner supplies the documents, the agent brings knowledge of the colony's market, the valuer documents a method, the bank adopts a cautious value and the administration sets the tax floors. Sequencing those stages in the right order stops you paying for a report built on the wrong area or a misunderstood title. Here is how a figure takes shape, from gathering the papers to the net value that informs your decision.

  1. You, the owner Gather the property's documents Assemble the registered sale deed, the freehold conversion papers where they exist, the sanctioned plan, the latest property tax notices and the complex's maintenance statements. These are the papers that fix the reference area and the status of the title on which everything else rests.
  2. The local estate agent Collect the colony's comparables An agent established in the colony identifies recent sales and the properties currently on offer in the same block or complex. Ask them to distinguish clearly between asking prices and registered prices, and to state the area basis on which each reference is expressed.
  3. The registered valuer Produce a documented valuation report The valuer inspects the property, measures or verifies the area, examines the documents and applies a comparison method adjusted for floor, age and condition. Their report is what to rely on when the value has to hold good against heirs, a court or the tax authorities.
  4. The bank and its panel valuer Adopt a security value For a loan or a refinancing, the bank has the property assessed by a valuer on its panel and adopts a cautious value, weighing compliance and the prospect of resale. That value drives the amount lent and also indicates the figure a mortgaged purchaser will actually be able to raise.
  5. The Revenue Department and the sub-registrar's office Test the value against the circle rate The circle rate for the colony category gives the minimum value adopted for stamp duty. Comparing it with your valuation lets you anticipate the tax consequences of a declared price and spot an inconsistency in the comparables used.
  6. Your tax adviser, in India and where you live Move from market value to net value The adviser works out the taxable gain, the withholding applicable to a non-resident seller and, if you are tax resident elsewhere, the filing to expect in your country of residence. That produces the amount genuinely available, the only figure that matters when you choose between selling, holding and refinancing.

Apartment or house in Delhi: how each type of property holds its value

What remains is to know which price levels to measure your apartment against, and which costs come off its value.

In Delhi, the difference in value between an apartment and a house comes down first of all to land. A detached house, often called a kothi, sits on a whole plot whose land value, in the planned colonies of the south or in the centre, accounts for most of the price. It is that land that has carried the appreciation of houses over the long run, and it also explains why an old house in poor condition can retain a high value: what is being paid for is the plot and the possibility of rebuilding. Valuing a house therefore often means valuing the land first, then adding or deducting the worth of the existing structure.

An apartment holds its value in another way. In a builder floor, the undivided share of land plays a real but shared part, and value depends a great deal on the floor level, the age of the construction and the rights attaching to the roof or the parking. In a housing society or a DDA complex, the land share is diluted across many units, and value rests more on location, connections, the quality of the building and the collective management. The structure ages, the services wear out, and an apartment in a poorly maintained building can see its value stagnate even while the colony around it moves ahead.

Liquidity is part of value too. Well-located apartments with papers in order match the budget of a wider public and generally change hands more easily than a house, whose high price narrows the number of people able to finance it. A house can therefore show a solid theoretical value while taking far longer to find a taker, and that has to be built into any valuation meant for a quick sale or a division between heirs. For an apartment, value can be read more quickly, thanks to more numerous comparables, but it is also more exposed to competition from neighbouring buildings and new projects.

So when you value your apartment, never transpose a price per square metre observed on houses or plots in the same colony: it embeds a land value that your unit holds only a fraction of. Use comparables of the same type instead, in the same block or complex, and check that they are expressed on the same reference area. If you are weighing keeping an apartment against releasing it to move into a property with land, compare net values, after the costs of sale and tax, rather than headline prices.

Which benchmarks to measure your Delhi apartment against, and which costs to net off its value

Those benchmarks make full sense once you look at what a purchaser really pays for day to day in choosing an address in Delhi.

A reliable valuation in Delhi rests on several benchmarks that do not measure the same thing: the administrative floor of the circle rate, registered sales, asking prices on the portals and the total cost borne by the party acquiring the property. Each has its limits, and it is by setting them against one another that you can place your apartment in a credible range. Once market value is established, several costs come off before you reach the amount that would genuinely be left: commission, legal fees, arrears, capital gains tax and repatriation. The amounts below are indicative, vary from case to case and should be confirmed by written quotes and by a tax adviser.

The benchmarks to measure the value of a Delhi apartment against
BenchmarkWhat it measuresHow to use it in your valuation
Circle rate for the colony category (A to H)The minimum value per square metre adopted for calculating stamp dutyIt pins the bottom of the range; a valuation close to or below that floor has to be explained by the condition of the property, or revisited.
Registered comparable salesThe prices actually declared for neighbouring apartments of the same type over recent monthsThis is the soundest benchmark; ask the agent or the valuer for the date, the area and the floor of every sale relied on.
Asking prices on the portalsThe level at which competing sellers are offering their properties, before any negotiationUseful for gauging the competition, provided you take off the negotiating margin and check the area quoted.
Stamp duty borne by the party acquiring the propertyRoughly 4 to 6 per cent of the value depending on the gender of the transferee, with a further 1 per cent registration feeThe other side reasons in total cost; these charges sit on top of the price and limit what they will agree to pay for your property.

In Delhi the stamp duty rate is lower where the property is registered in a woman's name, and intermediate for joint holdings; check the rates in force with the Revenue Department before building them into a calculation.

The costs that come off market value
ItemEstimated amount or mechanismWhat it does to the net value
Estate agent's commissionOften in the order of 1 to 2 per cent of the sale price, and negotiableDeducted from the proceeds; set out in writing the rate, what it applies to and how it is split with the other side, if at all.
Legal fees, documents and valuation50,000 to 150,000 INR depending on how complex the title is, in addition to the cost of a valuation reportHigher where the title has to be regularised, converted to freehold or transmitted after a death.
Capital gains tax in India, then where you are residentRates depend on the holding period; tax is withheld at source by the transferee where the seller is a non-residentMaterially reduces the net value; a lower withholding certificate can avoid tying up an excessive sum until the return is filed.
Arrears of maintenance charges and property tax, repatriating the fundsCharges of 3,000 to 12,000 INR a month, property tax of 15,000 to 60,000 INR a year; currency costs and transfer limitsArrears are settled before completion; for a non-resident, transferring abroad goes through a dedicated account and stays governed by Reserve Bank of India rules.

The rules on taxing gains from property have been amended in India in recent years; an Indian tax adviser and, if you are tax resident in another country, an adviser there should validate the amounts before any decision.

Health, schools, transport: the ordinary Tuesday a purchaser pays for in Delhi

Those visible elements explain a large part of value, but a single headline figure always leaves in shadow the details that move it.

What is being paid for in Delhi, beyond the square metres, is an ordinary day made simpler or harder by the address. The distance to a metro station, the journey time to school, proximity to a hospital, the reliability of the power supply and how quiet the street is in the evening all show up directly in the price per square metre. To value your apartment, walk through this typical Tuesday and ask yourself, at each stage, whether your address is an advantage or a constraint against comparable properties. That is how a valuer justifies an adjustment up or down from the colony average.

  1. 07:30 Leaving the apartment A building with a backup generator, adequate water storage and an allotted parking space spares the occupant the usual morning uncertainties. These features, which people check on viewings, support value against neighbouring buildings that lack them.
  2. 08:15 The local school Being close to a well-regarded school, reachable in under twenty minutes, is one of the first criteria families apply. An apartment inside the catchment of sought-after schools holds its value markedly better than an equivalent one further away.
  3. 09:15 Metro station and business district The walk to a Delhi Metro station weighs on price, because it avoids part of the congestion towards Connaught Place or the employment hubs of Gurugram and Noida. A station opened recently nearby can shift a colony's comparables on its own.
  4. 13:00 Neighbourhood market and shops Local markets, restaurants and everyday services give a colony its life and reassure people looking at properties. A lively but not overwhelming retail setting matches the value profile most in demand.
  5. 17:30 Hospital or medical centre Delhi has several large multi-speciality hospitals, and how easily they can be reached at peak times matters to families and older households. That access feeds into the perceived value of an address, especially for apartments intended for long-term occupation.
  6. 19:00 The colony park The maintained parks of the planned colonies offer walking space that is rare in a dense city. An apartment overlooking a park, or a few minutes' walk from one, often trades above properties in the same colony facing a busy road.
  7. 20:30 Back to the quiet of the complex Evening noise levels, the security of the entrance and the upkeep of the common parts form the final impression. A noisy street or a poorly maintained building justifies a discount that listings never mention.

What a headline figure will never tell you about your Delhi apartment

It is by overlooking these details that owners most often settle on the wrong figure, and only notice months later.

A valuation built on a colony average ignores the characteristics particular to your apartment, which can nonetheless move its value significantly. An attentive purchaser, their lawyer or a bank's valuer will uncover them during the checks, and the impact will then show up as a downward negotiation or a refusal to lend. Knowing them in advance lets you correct your figure, regularise what can be regularised or explain the price you are holding to. Here are the points that headline figures never cover.

Compliance of the construction with the sanctioned plan
In Delhi, storeys or extensions have sometimes been added beyond what the sanctioned plan allowed. A non-compliant property exposes its owner to municipal action and can be turned down by banks, which shrinks the pool of interested parties and therefore the value. Check the plan and the completion certificate before accepting a comparable or a price.
Water supply and reliance on borewells or tankers
Many buildings combine municipal water, borewells and shared storage, with reliability varying a great deal between areas. An informed purchaser builds the cost of the necessary storage and filtration into their offer. An apartment with a dependable supply defends its value better than a neighbour subject to regular interruptions.
The electrical load available and whether there is a backup generator
Through the heat from April to June, air conditioning depends on an adequate sanctioned load and on backup power. A building with no generator, or an undersized installation, loses appeal against better-equipped complexes. This point, rarely mentioned in listings, nonetheless surfaces in the negotiation.
The exact status of the title and the history of transfers
A property still on leasehold, a mutation into the heirs' names that has never been completed or an incomplete chain of title all complicate a transfer and pull value down. The other side's lawyer will examine the history of the deeds and check that no charge is registered. Regularising these points before valuing or selling lets you rely on comparables of properties that are in order.
The width of the access road, the parking and exposure to noise
Within one colony, an apartment served by a wide street with allotted parking and another on a narrow, congested lane are not worth the same. Noise from arterial roads and from nearby construction also weighs on perceived value. Visit the property at different times of day to gauge what a purchaser will feel.

The Delhi valuation mistakes that surface six months later

These mistakes also show that a valuation, even an accurate one, is not always the right basis for an immediate decision.

  • Looked likeTaking the price per square foot seen in the colony's listings and applying it to the area shown on the deed.

Turned outThe listings reasoned in super built-up area while the deed recorded a smaller figure, so the valuation was inflated by a large share that nobody was willing to pay for.

Would have caught itChecking the area basis of every comparable and bringing all the references, including your own, onto the same measure before working out a price.

  • Looked likeTreating the circle rate as an indicator of the apartment's market value.

Turned outIn a sought-after colony, market value sat well above the administrative floor, and the property was transferred to a family member at a price bearing no relation to what it was really worth.

Would have caught itUsing the circle rate only as a lower bound and basing value on registered comparable sales, with a valuer's report where appropriate.

  • Looked likeValuing an apartment still on leasehold at the same level as the converted freehold units in the same complex.

Turned outInterested parties and their banks required conversion first or a discount, and the sale was held up for months while the paperwork went through.

Would have caught itChecking the status of the title at the valuation stage, costing the conversion and its timescale, and comparing only with properties of the same status.

  • Looked likeBasing the decision to sell on gross market value, without working out what would actually be left.

Turned outOnce commission, legal fees, capital gains tax, withholding at source and the currency cost had been deducted, the sum available abroad was well below the figure that had been hoped for.

Would have caught itHaving a tax adviser establish a net value, in India and in your country of residence, before weighing a sale against holding the property.

Who should not act on a Delhi apartment valuation right now?

If none of these cases describes you, what is left is to judge how much confidence the figure you hold deserves.

A valuation, however rigorous, does not always justify an immediate decision. Some owners are better off waiting, putting their paperwork in order or commissioning a different kind of assessment before they sell, refinance or divide a property. Acting too early on a fragile figure can cost more than the time it takes to firm it up. The three situations below describe the cases where the figure, however sound, should not yet drive the decision.

  • The owner whose title is not in order: leasehold not converted, an unfinished mutation after a death, or non-compliant construction

Puts the paperwork right first, then has the property revalued on a clean basis before any decision.

While the title carries a weakness, the value accepted by a purchaser or a bank will be discounted, and a valuation built on comparables that are in order does not reflect what the property can actually achieve today.

  • The non-resident owner considering a sale without knowing the tax and the withholding that will apply

Has the gain, the withholding at source and the treatment in their country of residence calculated before putting the property on the market.

Market value can look attractive while the net value, after tax and repatriation, does not justify parting with the property, especially if an application for a lower withholding certificate has not been prepared in time.

  • Heirs who have to divide an apartment on the strength of an agent's opinion alone

Commission a report from a registered valuer, accepted by everyone, before fixing a balancing payment or deciding on a sale.

An undocumented figure is easily contested between heirs, and it can also cause difficulty in later tax calculations, whereas a reasoned report sets a common basis that holds good.

So how much confidence does the figure you hold for your Delhi apartment deserve?

A figure on an apartment in Delhi deserves your confidence when it answers three questions clearly: which area it rests on, which title it describes and which registered sales confirm it. If it has been built from comparables in the same colony, brought onto the same area basis, adjusted for floor, condition and parking, and tested against the applicable circle rate, then you hold a defensible market value. If it comes from a listing, a price overheard in the neighbourhood or an agent's opinion with no references behind it, it remains a useful but fragile view.

Confidence also depends on what you intend to use the figure for. To decide on a sale, market value has to be translated into a net value, after commission, legal fees, capital gains tax, any withholding at source and the cost of repatriation. For a loan, what counts is the value adopted by the bank's valuer. For a division or a tax filing, only a registered valuer's report carries the necessary weight. The same apartment can therefore have several legitimate values, as long as you know which one you are using.

If your figure passes those tests, you can act with some confidence, bearing in mind that a valuation ages as new sales are registered and as tax rules change. If it does not, take the time to regularise the title, firm up the comparables or commission a documented report. A few weeks of checking almost always costs less than a decision taken on a value that was too high or too low.

How can I work out what an apartment in Delhi is worth without putting it on the market?

Start by gathering recent sales of comparable properties in the same colony, ideally in the same building or the same housing society, taking care to compare areas that have been measured the same way. Then set those prices against the circle rate applicable to your colony category, which acts as a floor for calculating stamp duty. Ask two or three agents established in the area for an opinion, and insist on seeing the transactions their figure rests on. For a value that has to stand up to a bank, to heirs or to the tax authorities, commission a report from a registered valuer.

What is the circle rate, and what part does it play in valuing a property in Delhi?

The circle rate is the minimum value per square metre set by the Government of the National Capital Territory of Delhi for each colony category, graded from A to H. It is used to calculate stamp duty: a sale cannot be registered on any basis below that floor. It does not measure market value, which can sit far above it in sought-after colonies, or closer to the floor in other areas. Its usefulness in a valuation is that it pins down the bottom of the range and lets you anticipate the tax consequences of a declared price that falls below it.

Should I work in carpet area or super built-up area when valuing an apartment in Delhi?

Delhi listings often quote a price per square foot of super built-up area, a measure that includes a share of the common parts, the walls and sometimes the balconies. Carpet area, the usable internal floor area, is markedly smaller, and the gap between the two varies from one building to the next. New projects governed by the RERA legislation must state the area as carpet area, which makes comparisons with older stock awkward. A reliable valuation always converts the comparables onto the same basis before working out a price per square metre.

Is a freehold apartment worth more than a leasehold one in Delhi?

For an equivalent area and location, a freehold property generally changes hands more easily than one still held on leasehold, where the transfer can require extra formalities and fees. Many apartments built by the Delhi Development Authority were originally allotted on leasehold, with a conversion procedure available to move them to freehold. A converted property whose papers are in order widens the pool of interested parties and of lenders willing to fund them. Check the exact status on the documents before you accept a comparable or settle on a figure.

Which costs should I net off the value to know what a sale would really leave me?

Market value is not the sum you would bank. You have to deduct the agent's commission, often in the order of 1 to 2 per cent of the price, the legal costs of preparing the file, any arrears of maintenance charges and property tax, and then capital gains tax. For a non-resident owner, tax is withheld at source by the other side at the moment of payment, and repatriating the funds carries a foreign exchange cost. That net amount is the only figure worth using when you weigh selling against holding.

Who can produce a recognised valuation of an apartment in Delhi?

An estate agent gives an opinion of value grounded in the market, useful but carrying no official weight. Banks have the property assessed by valuers on their own panel when they lend, and their figure tends to be conservative. For tax, estate or legal purposes, the professional to use is a registered valuer, whose report documents the method and the comparables relied on. Choose the professional according to what the figure is for, and always ask for the list of transactions used.

How does capital gains tax change the net value for an owner living outside India?

A gain realised on a property located in India is taxable in India, under rules that distinguish short-term from long-term holdings. Where the seller is a non-resident, the other side must withhold tax at source on the payment, unless a lower withholding certificate has been obtained from the Indian tax authorities. If you are tax resident elsewhere, the gain will usually have to be declared in your country of residence as well, with the applicable double tax treaty governing how double taxation is relieved. Rates and thresholds have moved in recent years, so have an adviser work through your own position before you rely on a net figure.

Do maintenance charges affect the value of an apartment in Delhi?

They do, because anyone making an offer thinks in terms of total occupancy cost rather than price alone. Maintenance charges often run from 3,000 to 12,000 INR a month depending on what the complex provides, such as security staff, lifts or a backup generator. High charges without matching facilities, or a society with no reserve fund, weigh on value once negotiations start. A well-run and well-documented scheme, by contrast, supports the price per square metre against neighbouring buildings.

How often should an apartment in Delhi be revalued?

A valuation reflects the transactions of the months before it and ages as new sales are registered in the colony. For a decision about selling, a figure more than six months old deserves to be tested against the latest transactions. A revision of the circle rates, a new metro section or a change in planning rules can also shift value quickly. For simple record-keeping on a family asset, an annual update is usually enough.

Why do an agent's figure and a bank's figure so often differ in Delhi?

The agent wants the instruction and reasons from the price a motivated party might pay, sometimes optimistically. The bank is assessing what it could recover on a default, so it takes a cautious view and weighs how compliant the paperwork is. The gap is also explained by the area measure used, by whether items outside the deed are counted, and by the legal status of the property. The most defensible value usually sits where registered comparable sales back up one figure or the other.
